This notice deals with; the cleanliness of the school environment, sewerage system and medical checkup in schools. It requires every school to have clean environment, toilets, playing grounds, supply of clean water and a fence. This notice requires every head teacher, school committee or board and the District Education Officer to make sure that a medical checkup is conducted frequently to all students, teachers and other school staff.
This notice is geared at ensuring that education is provided in a conducive environment with health teacher and to health students. This ensures that we have quality education. However this has remained on paper and most public and private schools do not have playing grounds, toilets and the medical check ups are seldom carried out.

This deal with expelling and suspending students from primary and secondary schools, such students include those with persistent disciplinary cases and those who have committed criminal wrongs such as theft, drug trafficking, prostitution amongst others. Students falling under this category are supposed to be expelled from school by either the School Board if it’s a secondary school or school committee if it involves a primary school.
This law allows the denial to the right to education. Indeed no right without a duty but under a circumstance involving a child one wonders whether it is in the child’s best interest to expel him/her from education. Even though discipline must be maintained but denying one education completely has far reaching effects especially to the future of the child and the society which will have to carry the burden of illiterates and unemployable members.

This notice deals with enrolment in government primary schools, It condemns discrimination by whatever ground. Enrolment of foreigners is restricted to the number given by the respective Minister. This notice requires a child to be enrolled in a primary school when he/she is seven years or more, a child of less than seven years can be enrolled but this must be certified by the District Education Officer.
